I always wonder in these threads what the word "best" really means.

Maybe:

Best bang for the buck
Best sound
Best looks
Best features
Best options
etc...

Or maybe "best CDP that fits my needs?

Sorry king4276, hard to answer, depends on what you have, sound quality, features, new or used. I don't think there is an easy answer. Give us more info.

No there isn't. "Best" is a match to the amp and speakers in the system, and to your ears.

From what I've read and heard, an Oppo DVD player may be a good choice, if you want to spend the money on a CD player an Audio Refinement CD player would be a good choice, as is numerous Chinese brands that meet your budget.

I am using a QRX-7001 in my office with a pair of JM Labs Daline 3.1 speakers. I am using a Sony DVP-NS775V SACD/DVD player I bought used for sixty bucks. Multichannel too! If you want to spend more, get a Cambridge 640C V.2

A best buy, may be a better approach, then you can include potential resale value if you come across another best in the future.

The best CD player for under $500 is the one you get at a garage sale for $10, only to find out that it works perfectly and came with the romote and manual!
