IMHO Patty Griffin is the ultimate female artist, and the best female vocals come from Sally Ellyson of the band Hem. I'll second Neko Case, and Sarah Harmer, and would also suggest Eliza Gilkyson, The Walin Jenny's, Be Good Tanya's, and Cat Power.
