I'm not tempted to take back the tuner because he waited 4 days to ask me to do a refund or taking it back and I have to pay again the shipping for a stupid $ 200 sale.

You're too nice ! Tell him to take a hike. The only thing narrow is the buyer's mind. It's a used piece. It's a tuner. The Narrow/Wide station Selectivity depends on geography and antenna considerations.
Tell him to get a life -or send it in somewhere for a $100. tech evaluation/look-over.

Time to put this one to bed. Equitable resolution was offered, and now the tuner has been purchased by a third party.
