Perhaps the winning bidder thought your $35 shipping quote was a bit excessive.

Was that amount mentioned in the ad?

We have a protocol in place for a non paying bidder, and in this case the winner didn't actually seem to refuse to pay but rather wishes to pay far too late. If the winner cannot pay within 7 days of the auction he will be given negative feedback. The 2nd highest bidder becomes the automatic winner if the bid meets reserve. If there is no winner (due to 2nd highest bidder not meeting reserve) the auction can be relisted free of charge. All of these protocols already exist and will kick in a few days.

At this time we don't have a way for the winner to automatically declare he would like to withdraw and accept the negative feedback, so I'll communicate to the winner the situation and let him decide how to proceed, and when developers are available we will accelerate his withdrawal+negative feedback if he so wishes (or he may wish to proceed).

As for the shipping, Voodoo Funk: I've mentioned already you may want to describe in more detail in your description that the shipping fee you list applies to even local pickup, and I suggest you do so from now on.

It also seems to me like 7 days is too long to wait to and declare a failed winning bid since the 2nd highest bidder may have moved on in that time already. I'll be exploring changing this to maybe 5 or even 3 days (this won't apply for current auctions).

When I fill out my auction form there is provision for me to indicate if I will allow 'pick up' or not...I choose 'not'...however...I will, on the advise of admin, clearly state in the body of my ad that pick up is NOT an option.

Of course not...he is simply given the option to buy it if he still wants it.

If he doesn't want it then I get to relist the ad for free...hopefully at a later date.

The 2nd highest bidder always gets to select whether to proceed, especially since they may have committed funds elsewhere AND there's a bit of delay between the auction ending and them being informed.

If the 2nd highest bidder does not proceed I forget what happens, (eg I'm not sure if the 3rd highest can be offered the option at the seller's discretion), but either way, an auction that fails due to a deadbeat winner can be relisted for free.

Assuming the seller did not select "local pickup available" then the shipping options will not say local pickup is an option and will only list the price for Canada as +$35. Why would someone assume local pickup is an option if its not listed as an option?
