Looks like raw material fiberglass.
It is better or different than Roxul, which is more commonly available.

Every material is different in terms of absorption coefficients over different frequencies. OC 703 has been tested and the absorption tables are widely available. I'm sure there is a comparison table somewhere with Roxul showing which one works better, etc.

Regarding the original comment - yes, *thin* foam does not do anything to low frequencies. You need deep chunks of good absorbing foam or whatever insulator you use to provide proper absorption for low frequency waves (<~80Hz)
