As long as you can prove that you actually sent the package that is missing which it sounds like you can since you said you have the tracking number and receipt, I wouldn't offer the buyer anything other than my sympathy and cooperation with Canada Post with any pending insurance claim. Joshua Tree was more significant for U2. They became true stadium headliners. Achtung Baby just proved that the Joshua Tree wasn't a fluke. Personally though, Achtung Baby is a better album overall.
