The MoFi sleeves I use are static free. And dust free as well. Be sure and clean your LPs before placing them in a new sleeve.

I would send them out. I have done a number of woofer refoams and always was successful in centering the voice coil, but if you haven't done it before, you might want send them to a professional. Sorry, I don't know of anyone in your area.
